Direct payments are a system provided so that those not happy with the support they're getting from social services can get access to the funding set aside for people like them, and have it sent to them directly for them to spend on the services as they want.
It is a way to empower the individual and give them more control over their care and support.
The following information is provided by the Department of Health and was make by Swindon People First and Real Voice Media The pack includes a CD or tape with interactive software to make learning about Direct Payments more accessible and fun. Along with easy to read pages and audio software.
The information may be more geared towards service users with learning difficulties, but anyone suffering debilitating conditions could be eligible depending on their council.

On some pages in the booklet there is a CD icon, this indicates that there is more information on the CD rom.
These pages include pages 6 (or pages 12/13 on booklet numbers) on the following areas;

- the possibility of using a book keeper
- the possibility of using an agency
- and how most councils have set up to help people receive and use Direct Payments Support.
On page 13 (or numbers 24/25) there is the icon regarding how you can use a letter provided on the CD Rom to get to speak to a Social Worker or Care Manager when you do not have one.
On page 14 (or 26/27) there is an icon for asking your council if they have direct payment support.
On the last page under Useful Contacts, the icon is also for 'Your people First or Speaking Up Group' - these are groups all over the country for people with learning difficulties.
And it is also mentioned that a list of the councils all over the country are provided on the CD rom.
